As a new comprehensive information technology, Virtual Reality ("VR") plays an unsubstituted role in many fields. It introduces the digital concepts to architectural planning and engineering industry, which brings up the development of Urban Simulation.The paper starts with theories and key technologies of VR simulation, and then discusses in details the construction of a virtual simulation system platform. It introduces the strategic technologies, system applications, functions and characteristics of Urban Simulation, and proposes a possible realization of Urban Visual Simulation System based on combined applications of VC++6.0 MFC and MULTIGEN VEGA. In the description of development practices, the key techniques and issues of MULTIGEN CREATOR solid modeling are studied, and emphasis is given to the simplification of model data amounts and the optimization of organization structuring. After exploring the features and developments of VEGA, the paper focuses on and analyzes the program framework and strategic technologies of Urban Visual Simulation System, and also uses two examples to demonstrate the feasibility of this secondary development. The paper concludes with a forecast of the outlook of Urban Visual Simulation System.
