As one of the greatest matters in 20th century, IT substantially improves social productivity, which becomes more successful when the applications build upon Network. Many big Information Systems play important roles. As a consequence, some Network Management & Control System(NMCS) come out to meet the needs: How to make the facilities run ok.In reality, these NMCS can achieve the goals such as to get information from, Control the facility and so on, to adjust if necessarily as well. But all the NMCS have the same drawback, that is, they don't rightly understand the environment in which they dwell. What they can do is separate and then leads to the failure of systematic management. This phenomena results, actually, from the omission of the consideration upon system stability that, instead, should be taken as the crucial goal.Furthermore, a generally significant NMCS can extend ON services to support the biz. From the point view of system integrity, how to take advantage of the in being resource at most is an entailed way to save cost, to provide more scalable service, and to make more profit.Systematic stability is the foundation of biz while the latter becomes the objective of the former; they should be integrated rather than separated in that they are factor of different levels in one system.What this paper wants to discuss is not beyond the ideal--how to build a real NMCS:In the first part of this paper, after analyzing the shortcoming of standard Agent to build a system, it extends the Agent. The analysis & definition of the systematic stability will be discussed in second part, in which what's more important goes to the two rules to judge whether the system managed is stable or not. One(JIRIIHOB) is for the instant case while another(Markov) for the sake of long term.When it comes to biz, this paper makes use of an example of transmission resource of TELCOM to describe the construction and execution of strategy with consideration of the systematic stability. This will be the content of part 3rd.The implementation of the ideal discussed above will be proved by a system developed to meet the demand of China Railway Ticket Reservation & Sale system. Lastly, the 5th part of this paper figures out the future.
