ADSL technique, an abbreviation for asymmetrical digital subscriber line, is atechnique that can provide wideband data business through ordinary telephone line.In China, ADSL technique was first put into commercial use bytelecommunications companies, since ADSL technique is a cheap access to theInternet with good stability, high safety coefficient and easy dial, which conformsto China's actual conditions with "over 200 million fixed-line telephonesubscribers". Since ADSL was introduced into China, the number of widebandsubscriber has been increasing like "blowout". Its revolutionary nature andwideband concept have been felt actually by the users and its limitless businessopportunities have been sensed clearly by the companies. According to theinvestigating data by the concerned organizations, the number of cable widebandsubscriber over the world will increase by 62% annually in the future 4 years, ofwhich 80% will take the ADSL access. In China, by the end of 2004, the domesticwideband subscribers have exceeded 25 million, with over 10 million ADSL users.According to statistics, the income of wideband business accounts for over 15% ofthe whole income of telecommunications companies. In the future 10 years, theincome of wideband business will reach over 90% of the whole income oftelecommunications. In the future, the traditional phonic business will be replacedgradually by wideband Internet business.The domestic telecommunications companies will have a long time to expandthe capacity of, to innovate and to upgrade their ADSL equipment. Meanwhile, thenetwork control software system and the operation and maintenance softwaresystem lags behind relatively the fast development of ADSL business and becomesan actual bottleneck which has troubled the telecommunications companies for along time. At present, all the companies have not got rid of the managing patternof "old state owned enterprise". The staff have low level in computer operation,the system is not automatized enough and the overall working efficiency is low.The accesses of wideband subscribers, from applications, input of equipment data,input of user's data, the opening of user's terminals and the final debug of user'sterminals are mostly made manually. Especially in some important links, forexample, equipment data input, user's data input and opening of user's terminalcan be completed through program control. But in reality, large work force hasbeen put into the abovementioned works. Neither the advantage of the computertime can be materialized, nor the promptness and accuracy of work can be ensured.As a staff of China Network Communications, I have been engaged in the systemcontrolling work of telecommunications for many years and have got a deepunderstanding of the working model and business process of networkcommunications. This "Automatic Wideband ADSL Handling System" isdeveloped for our company, which has been put into operation, with good effect.Handling Model of ADSL businessThe "Automatic Wideband ADSL Handling System" deals with mainly the 3works of equipment data input, user's data input and opening of user's terminal,except user's application and debug of user's terminal. Users shall comepersonally to the business hall to go through the wideband application proceduresand the business clerks shall input the user's requirement data into the businesssupporting database system of the network communications company, whichprovide the data basis for equipment data input, user data input and opening ofuser's terminal. The "Automatic Wideband ADSL Handling System" establishesconnection with the EMS of the business granting system through TL1communication protocol and gives orders to the DSLAM equipment of eachcomputer room through the EMS of the business granting system, after which theequipment data input, user's data input and opening of user's terminal can becompleted by the computer system. As long as the original work sheet is correct,the computer system will make no error in the later data input. After the"Automatic Wideband ADSL Handling System" is used, the overall handlingefficiency of wideband ADSL business has been increased effectively and the staffis relieved from the heavy and repetitive physical works. The computer has showngreatly its irreplaceable function in modern telecommunications business. TakingChangchun Branch of China Network Communications Company as instance, ithandles daily 200 work sheet of user's ADSL opening, 300 work sheets to suspendservice due to arrears of fees and 300 work sheets to open service after payment,while during holidays and discountable periods, the number of work sheetshandled is 2 times of the normal working days. Supposing that one man can handle800 work sheets in average daily, the proportion of manpower put in this work isabout 20 hours/man. The above example is the amount of labor under the idealsituation that no error occurs in the manual labor and the system is not blocked.Taking into account the occurrence of error and system block, the amount of laborshall be increased by 2 times, that is 40 hours/man. Computing according to8-hour working day, it needs 5 people to work ceaselessly to handle the 800 worksheets for 1 day.Realization of the Automatic ADSL Handling SystemThe successful use of the "Automatic Wideband ADSL Handling System" notonly simplified the handling process of wideband ADSL, but also saved thecompany large amount of labor and expenses, laying a good foundation for thecompany to realize informationized administration and information sharing system.The user's data in this system come mainly from the 97 database system of thecompany. The 97 database is one of the main subroutine library of the 97 programof the Network Communications Company, which is a very large-scale databasesystem integrating business handling, billing and operation analysis systems. The97 database system is also the key data information platform for the daily officeautomatization among all the units of the company. Its performance influencesdirectly the overall working efficiency of the network communications companyand plays a decisive role in the computer network system. The operation of the"Automatic Wideband ADSL Handling System" not only depends on the datasource of the 97 database system, but also provides new data items to the databaseand checks the accuracy of the data. The interface communication between the"Automatic Wideband ADSL Handling System" with the 112 failure assistance hasbasically realized the analog testing function of wideband ADSL line. Under thepresent condition that the company is unable to invest so much to realize physicaltesting on wideband ADSL line, the combination of the "Automatic WidebandADSL Handling System with 112 failure assistance is a very economic andeffective transitional way.Now, the "Automatic Wideband ADSL Handling System" has put into formaluse by the data department of Changchun City Network CommunicationsCompany and is to be tried out by all the local computer rooms of the networkcommunications of Jilin Province, in order to build up the wideband ADSLhandling network within the whole province by the end of 2006. The successfuluse of this system is the first among the telecommunications companies of JilinProvince, and is one of the a few successful cases among the telecommunicationscompanies of other provinces. Its application did not only save enterprises largeexpenses on manpower, what is more important is that it advances new ideas anddirection for the telecommunications companies to be informationized and to buildup automatic office system.
