The geographical information system brief name GIS (Geographical Information System) is every kind of characteristics that a kind of decision support the system, it have the information system. The geography information system consists in with the main differentiation of the other information system it's saving and treat with the information is by Geocoding, geography position and the characteristics of surface features become an important part of information query. In geography information system, the realistic world was expressed as a series of geography factors and geography phenomenon.The paper designs and realizes a system named Community Information Management System based on COMGIS. This system integrates MIS and GIS, finally realizes the function that manage the graphic and data in one system. Geographical Information System is a computer system that integrated spatial data and attribute data. There are many objects in our real life and work such as roads, buildings, green space system etc all have geographical or spatial location attribute. How to manage these things? Database system can't display spatial relations between them intuitively. The graphic software like CAD can't display the attributes sufficiently such as building area, built year, structure, house quality etc. So this system use GIS technology, combine GIS and MIS. Much of the power of GIS lies in managing vector graphic, such as displaying graphic data, requiring, editing, spatial analysis, etc. Otherwise, GIS give decisions-support for management and planning, While MIS is the pure management information system, and in this system, MIS do the jobs like City Construct Management, House Property Management, Virescence Management, etc. The system, which combines GIS and MIS, will conquer the localization of the MIS, resolve the questions that the MIS can't resolve, for example, spatial information statistic...
