The harbor operation progresses rapidly in recent years. Either inland harbors or imports and exports harbors are constructing digital operations. Developing digital harbor is an inevitable trend. Anciently, many harbors implemented monitoring by field human checking or spot-checking, which was an inefficient and room and time limited method. Therefore, the research and design of a low-complexity and low cost image monitoring system for harbor usage should be seriously considered.In this dissertation, several common page image compression technologies and their implementations are analyzed and their advantages and disadvantages are compared and summarized. A difference image coding compression technology is designed to meet the harbor usage demands, which is low-complexity and can be implemented with low-cost digital logic circuit. And also difference image coding compression technology has a good compression effect on harbor monitoring images.By analyzing and comparing various image capturing and processing circuits, a page image capturing and processing circuit based on CMOS image sensor and FPGA is designed and implemented in this dissertation. It is a structure simple and low-cost circuit. Image capturing and storing, difference image coding compression and data transmission based on rs-232 protocol are implemented in this circuit with Verilog HDL. Finally, image receiving and display program is designed with Visual Basic, then the basic structure of image monitoring system is completed.Joint tests prove that the system is stable and difference image coding compression technology can decrease image data quantities effectively, meanwhile, the image quality is insured. So the systems, which bases on a simple digital circuit, performances well under a low data transmission speed.
