As the strategic resource of one state, oil and gas is taking an important role in the national economy. In China there is abundant oil and gas in the continental shelf which is exploited in the initial stage .Chengdao oil field of Offshore Petroleum Development Corporation is an offshore one which faces great prospects and has 2.2 million tons crude oil annually. No-man on duty mode which is totally different from the other national and foreign oil field is adopted. In this paper the research and development of the offshore automatic supervision system is issued , and then the applying effect is given.In order to create one model of this supervision system with high-capability which is suitable for the small offshore platform that fulfill the demand of no-man on duty. The design of the offshore oil field monitor system based on the distributed hierarchical control is presented according to the hierarchical theory. As a rule that is "more intelligent with less accurate", in accordance with the current technology, management and scale the system can make a choice if it is remote or short distant. Combining the hierarchy of hierarchical system with the distribution of distributed control system ,the system is divided into organization level, coordination/monitor level and execution level. Organization level has the function that monitors the action which is made by the other two levels through the man-PC interface. This level is the most intelligent but less accurate. Monitor level accomplishes the tasks or demands which are assigned by the organization level so that it can ensure and maintain all the controller running normally in the execution level. The execution level is achieved by the control machine on the site and output the direct signals, and then the signals act on the objects controlled through the executive unit. The accurate control algorithm is finished in this level. The execution level is the lest intelligent with the most accurate. This model integrated the computer with PLC is realized through the update communication network technology.Till now ,this supervision system applying the model of this supervision system towards the small offshore platform has been applied in 40 well-group platforms, two center platforms and one center station on land. It does very good and has better social and economic results.This technology is blank in China and it will provide a set of complete and common resolving plan of remote control for the small offshore platform .This plan is effective. It has been applied widely in the offshore oil field of Shengli. In the future, it might be applied in the offshore oil field of Dagang and Liaohe etc.
