E-government provides a digital circumstance for management and transaction processing of the government by using information technology. CSCW (Computer Supported Cooperative Work) system is a digital and automatic office platform completely adapted to modernization requirements. Information share among departments will be implemented by using Web Service technology. The emergence of XML provides a uniform standard for information format and information flow.CSCW handwriting script system based on web service is an ActiveX control, which is widely applied in many enterprises and government applications. This paper proposes the general framework solution of CSCW and the function module of system. At the same time the author designs and practices the ActiveX control. E-document subsystem achieves the function of converting the file format of MSword, html and xml into the format of gov. The handwriting script subsystem, which chooses Bezier curve algorithm for script optimization and adopts Super-Sampling anti-aliasing algorithm to optimize script line edge, thus it achieves the same effect as signature on papery document.
