Using the plain invoice management system of Hebei province internal revenueservice, depending on the software for taxation and management of Hebei provinceinternal revenue service, CTAIS system of general internal revenue service, and thedeclaration ratepaying service platform on net of Hebei province internal revenueservice, by means of 4 class WAN, on the basis of data concentration of province, cityand county (district), the overall process of plain invoice can be bring into thesoftware management program. The system standardizes the management of plaininvoice in tax authorities;informatization of the management of plain invoice wasrealized. The purpose of the popularizing the system is to standardize the operationprocess of plain invoice, to improve the service quality to taxpayer, to put an end tothe randomness in purchasing invoice and deputizing operation, to unify themanagement of documents, account book, report forms related of plain invoice, totrace the current direction of plain invoice, and to make the foundation ofinformatization in intersect inspection and practice of award invoice.Based on the software development system on multi-supporting platform,according to the practical situation in the plain invoice development process, the VPN(virtual private network) technique is used to sort the LAN (local area network) tomake sure in going order of plain invoice management system, on the basis of detailedanalysis to the topology of the WAN (wide area network) in Hebei province internalrevenue service. The higher tax authorities could apply the system tomonitor and control all states of the plain invoice reinserted in the system, to trace thecurrent direction of plain invoice, and to make preparation of fundamental data andsystem inquiry for intersect inspection of plain invoice.
