In the modern society, marked by digital technology, more and more digital resources are made, spread and used. People should take full advantage of this technology in Archives, and integrate various digital archival resources actively in order to possess digital archival resources with own character. Constructing digital resources, they have to face the copyright problem, which is one of the biggest problems in the digital age. People are puzzled about how to protect the copyright effectively under the digital environment. Meanwhile, people are bothered by continuous infringement cases, which gave them great pains. So they must pay attention to the problem of copyright protection and try their best to settle it. Only by this way, they can build up their digital resources and work well.This dissertation mainly consists of two parts:Firstly, the copyright problems lie in the process of transforming traditional files into digital files. Several problems are introduced, such as collecting the traditional files needed to be digitized, analyzing the conditions of copyright while integrating the works, confirming the quality of digitization, acquiring the right of digitization and multiplying the value in integrating.Secondly, the copyright problems lie in constructing the original digital files. In this paper some possible problems are introduced, including moral right, declaration of copyright, technical measure, network downloading, network linking, cooperation between archives during producing, collecting and integrating the original digital resources,.Train of thought, means to settle the problems, and ideas of the author are given while discussing the problems in every part. At last, some macroscopic methods to solve these problems are provided.
