Today production process complicates day by day, and production equipment becomes the production foundation. Plant management has already become the important component of enterprise information system construction. In 21 century, plant management trends to modernization, namely computerization, integration, network and intelligence.Special steel enterprise belongs to asset-intensive enterprise. Its equipments and spare parts overall account for more than 50% of total cost of enterprise, moreover its production output is mainly decided by production equipment's performance. In special steel enterprise guaranteeing production equipment in normal state and accordingly ensuring produce progress and product deliver time are especially important. Therefore in special steel enterprise, management of plant operation, plant check, plant maintenance, and supply of spare parts has become the work emphases.This paper bases on some special steel enterprise. Analyzing the characteristics of special steel enterprises and some problems about half-baked foundational data, unshared resources, high maintenance fee and high spare storage, a plant management system, which makes maintenance plan in terms of plant-check-system-centric, is designed and implemented. Based on routine maintenance, making maintenance plan and tracking equipment run state are put forward, which can dispose hidden trouble in time and maintain beforehand. As a subsystem of Dongbei Special Steel Group CIMS Project, system integrates with other administration modules such as production, material and finance, realizes enterprise inter-information sharing, strengthens enterprise macros-control ability of production, and also provides reliable basis for management decision-making. System adopts J2EE framework and multistage distributing B/S (Browser/Server) structure, which could make system more robust and extensible. Through the application of this system, equipment utilization ratio is increased, maintenance expense is reduced, production output is increased and production quality is improved. At the same time, this system is significative to other special steel enterprises in PMIS development.
