Now enter the Internet age, the Internet is used by thousands of people, people contact with each other by internet has become an important part of their life. Internet is real-time and anonymity, so that people obtained a very free experience. Compared to other communication method, internet is more popular today, Related to Habermas's"public sphere"concept, internet communication gives a hope for the reconstruction of"public domain". However, Habermas"public domain"appears rigid and not practical. Therefore, I will make a try to draw Hannah Arendt's"public sphere"to re-examine on the basis of the concept of the constituent elements of public domain and value. In the further step, I will make analysis the advantages of internet communication, which have the potential to reconstruct the public domain. After that,I will investigate the existence of"Internet public domain". At the final, I will analysis the difference of"Internet public domain"and"traditional public domain"in structure and in function, to illustrate the construction of"Internet public domain"practical significance.This paper have two main lines, one is horizontal, and the other is vertical, horizontal line is mainly discusses the characteristics of internet communication, analysis the interactive features of network, to explain what a role the internet communication played in building a new public domain; vertical line mainly to solve the following four questions: (l) Under a modern pluralistic values, how the public sector constitutes will be change; (2) What is the value of public domain; (3) Network is the revolutionary way to interact with the conditions for reconstruction in the public domain; (4) The current state of Internet public domain; (5) The structure and social functions of Internet public domain.
