Feilaixia water conservancy is the largest integrated water conservancy for prevent or control flood in Guangdong province. For a long time, it has formed many Information Silos in information system construction. For solving the problem of the data connection in many systems, we must build a Integrated Management System(IMS). This system will include all jobs of the daily grind. We hope that the system can advance the levels of operation and management.We first analyse the problem of Information Silo in Feilaixia water conservancy. In order to solving this problem, we gain the project of Integrated Management System in Large-scale Water Conservancy in national"948"plan. Because the IMS contains so many contents, we should divide the paper into three parts. The first part is Real-time Data Integration, the second part is Sub-business System, and the last one is Enterprise Application Portal. The Real-time Data Integration is to realize data connection between many different systems, to solve the information silo problem. The Sub-business System includes control or prevent flood, safety, operation, technique, administration and so on. We mainly introduce the content of power operation. The Enterprise Application Portal is to realize one-stop login working mode for our employees. The IMS development adopts the Life Cycle Method. First, we start necessary analysis and Strategic Planning. After plenty investigation, we finish the analysis of demand. Base on the rosult of demang analysis, we design each function module of the system. It mainly include logic model design, general structure design, networking structure design, congtent design, etc. According to the request of design, we develop the IMS. Then, we finish the testing work. Finally, the old information system is replaced by the IMS. By the building of the IMS, the level of information and the efficiency of management are advanced in Feilaixia water conservancy.
