As a combination of embedded technology,network communication,motive computation,GPS location technology and geographic information science, the embedded GIS system realizes surveillance,management,allocation,map inquiry and information transmission of motive target.This paper is focused on the main characteristics of GIS application in mobile circumstance. After introducing the basic theory and characteristics of embedded system and embedded GIS, it studies three aspects of embedded GIS application: software and hardware environment of embedded device, data structure and data model of embedded GIS, characteristics of embedded GIS developing. It introduces a novel vector compression algorithm which is an innovation of traditional vector compression algorithm of spatial data in embedded GIS system. This compression algorithm is a new solution to the problem of how to compress the data in PDA to suit its limited resources.On the basis of these algorithms and technique mentioned before, a GIS has been realized based on Windows CE operation system. This system is chartered by fast computation,friendly interface and independent functional module. As an embedded GIS platform, it has been theoretically and experimentally verified to have met the needs of practical applications.
