With the continuous development of telecommunication services, the traditional telecom operators need to enrich their own business functions to provide comprehensive and diversified information-based approach, which is market-oriented, customer-centric, fully use of corporate resources, business processes integrative, To achieve customer-centric technology goals.In this paper,we have studied a real-life subject of a features of telecommunications industry products management, analzed the current orders of the management of the telecommunications industry limitations, submitted design management systems, and implemented related technical issues, in collaborating with a provincial telecommon operator.First,we discussed the current status quo order management telecom industry,and analysed domestic and foreign operators of order management business development trends, as well as telecom operators in the new situation on the management of customer orders, demand for information technology;Second,this paper explored the customer order management system and design the overall structure of the main technical Struts, Spring, Hibernate framework and the work of these three streams, Petri net workflow model both a description and analysis;Third,combined with the actual subject,we show papers on the province carriers customer order management system design and implementation of systems, including orders for the admissibility of function modules, function modules bills and charges, customer issue management function modules and customer QoS and SLA management module four main functional modules of the design problems, as well as Struts + Spring + Hibernate + workflow framework for the realization of the four methods and integration;Lastly, province carriers for the specific conditions direct the carriers'customer order management system implementation and evaluation of the implementation process.
