The warfare in the future must be multidimensional and tridimensional, to win the victory, every arm should support and cooperate with each other. In the electronic warfare, countermeasure in single platform does not meet the requirement of modern war, so we need to research the technology of cooperative countermeasures and form the multi platforms into electronic countermeasure network which has more powerful function, more flexible response and more powerful capability of cooperative fight to meet the need of war in future. Resource allocation is a key technique in multi flatform cooperative fight.This paper analyses the shortages of resource allocation algorithms at first, it addresses a cooperative jamming resource allocation problem in electronic warfare and presents a resource allocation model of cooperative jamming(CJRA), besides the capabilities and number of available jamming resources, the model also takes many constrains into account. An improved immune genetic algorithm(IIGA) is presented to solve the problem, in order to prevent the algorithm form converging too slowly like traditional immune genetic algorithm, IIGA introduces the mechanisms of immunological memory and immunological metabolism which can restrain the individuals from degenerating in the process of evolution and shorten the time of decision-making. Then the paper presents an IIGA based dynamic resource allocation algorithm(D-IIGA) which can resolve the dynamic weapon-target allocation problem in electronic warfare effectively, D-IIGA considers the time window restriction and introduces a two-step way of firing weapon which can increase the success rate of mission to a certain degree. At last, the paper does some researches on the key techniques of EW, analyses the menaces coming from the attacker, presents a secure model and some measurements of protection for it, and implements a prototype system of electronic warfare which runs in single computer.The simulations show that comparing with the traditional resource allocation algorithms, IIGA has a fast convergence speed and good stability, D-IIGA could solve the hard problem as DWTA and it has high real-time performance, strong robustness and fast computation speed, the electronic warfare prototype system can also show the work process of electronic warfare in the real world.
