Alienation And Restriction Of Mediapower In Current China

Currently our country is in the society transformation stage when the politics, economy, and culture fields are changing sharply. However, law, moral and other society adjustment systems are comparably backward. Political system begins to produce some inevitable aberrance because of the transitional unbalance. The media power which used to pursue public interests has changed because of the double interference of political and economical factors. This not only greatly impacted the media ethics order, broke the democracy law spirit in modern society, but also disturbed the regular operation of media society to bring negative influence for politics, economy, culture and other fields.Media power is part of the social entire power system, but different from the general meaning of "power". It has something to do with the nature characteristics of mass media. Media power is formed on the basis of media rights and media credibility. It mainly behaves the discourse power. It is realized through the way of "discourse infiltration" to influence or control the mass or even society in the process of spreading information.Mass media is the most lively discourse platform in public area. Media power is a kind of optional public rights in nature. In the current society transformation stage in our country, the publicity of media power is gradually lost because of the double interference of political and economical factors. As a result, the media power which used to pursue public interests has changed a lot.The changes of media power in our country could be divided into three categories---media power "search for rental", media power "discourse violence ", media exceeding its power to "judge", of which there are specific expressing forms of "compensated news", "compensated no news", losing compassionate care because of releasing news in a mad rush to be the first, invading privacy because of operating news, contaminating society atmosphere because news are changing to entertainment. The reasons for media power change is from three aspects:first, the member of media organization cannot automatically exceed their personal and special interest appeal; Second, all kinds of interest group continuously make capital infiltration; Third, media power is at times used by some government departments or very few leaders to pursue individual interest. If the media power change cannot be controlled effectively, the social damages as a result of the changes are displayed in at least three aspects: First, not only the mass media itself will be punished by law because of law violation, but also the democracy law spirit in modern society is seriously broken; Second, the mass media will lose their social liability, which will seriously impact the media ethics order; Third, it will degrade the credibility of the media, which will shaken the base of media power, and interfere the normal operation of media society. Finally the politics, economy, culture and other fields will be influenced negatively.Government, mass media and social public are the body to restrict the media power. Media power, as an important part of social power system, should construct an omnibearing, multi-layer restriction system, which should not only include internal media autonomy, but also include external policy restrictions, law regulations, social consensus and other restriction ways. On the basis of this, I put forward three ways to restrict media power--media regulating way, media autonomy way and media criticism way. In these methods, there are disparity regulations on mass media, promoting the news legislation process, enhancing media autonomy in accordance with new professional ethics norm, realizing really independent news interviewing and editing right, setting news supervision and evaluation system, enhancing media ethics and moral education, establishing and perfecting higher media quality citizen society, mass media providing media criticism channel and place for mass in open mind and other restriction links.To achieve the effective restrictions on changes of media power, we must take the establishment of every link of media power restriction system into consideration. This is more than a long and tough task. It is a systematic project which needs the efforts of the whole society.
