In this information age, disaster recovery backup for key application systems is high on the agenda of governments at all levels and institutions. Establishing a highly applicable disaster recovery backup system is a research subject of great theoretical and practical significance. It has been proved that the establishment of a disaster recovery backup system generally involves application demand analysis, application of advanced technologies, formulation of the overall framework and utilization of key software and hardware technologies.This article explains the idea and designing of the disaster recovery backup system for city government emergency management system by meeting the application demands of the management system and utilizing the Data Guard Module in Oracle Database. The following applied research work has been done: thoroughly studying the concept, evaluation indicators, classification and key technologies of disaster recovery, which assures a deeper understanding of the development trend of disaster recovery at home and abroad; studying the progress structure, working pattern and technical characteristics of the Data Guard Module in Oracle database; formulating the framework for the disaster recovery system for city government emergency management system by analyzing its functions and disaster recovery demands; in line with the designing principles of disaster recovery system, choosing appropriate disaster recovery level, studying its systematic structure and overall framework, completing the defining of data synchronization module, data uniformity examination module and breakdown shift module as well as the designing of corresponding data flow, thus primarily realizing the main functions of the disaster recovery system.This article makes an in depth study on disaster recovery for information systems by utilizing disaster recovery theories and methods and basing on a specific application system. The research result is of reference value for assuring application system's stability and data security, and saving government funds.
