Research On The Library Total Quality Management System

Under the new situation, how to deal with libraries to better, faster and sustained development, which is very concerned about the libraries and the important issue worth exploring. This introduction of appropriate management of the innovation theory of thinking, combined with our present situation, the library's comprehensive quality management system construction issues were discussed. This Paper divided into four parts.The first part of the paper deals with the significance of the subject, the situation and the main contents of the present research. It also determines the research method, the research ideas and the framework and structure. The second part explores the existing problems and the macroscopic and microcosmic environment of the present libraries. It discusses the necessity of the overall quality of management's innovation. Based on the same situation abroad and specific experience, it directs the innovative approach to the management concepts, and also offers the theoretic support to the paper. The third part is .the focus of this paper, mainly studies the constructive strategies of the total quality management system in our libraries in the new situation. It discusses its basic principles, that is, the principle of readers'satisfaction, of readers'evaluation results, of continuing improvement, of process and concept, and also the necessary steps of working process, of the librarian duty, of the detailed record, of the canonical check-up system. Finally, the paper presents the basic contents in the quality management of information service, of information resources, of human resources and so on. The fourth part is the enforcement of the total quality management system in Chinese libraries, and sums up its requirements and principles.In this paper, total quality management system in libraries'content, features, purposes are revealed. Modern management theories and methods are introduced to solve the deep-rooted problems of the library management. This will help deepen the innovation of the theory, and gradually establish and improve the theoretical framework adapting to total quality management system construction in the new situation, promoting study of the innovative library management theory. Through the study, the paper will contribute to the innovative practice of a comprehensive quality management system.
