Along with the economy booming of our country, the number of vehicle has increased dramatically, which cause confusion in vehicle management and transportation efficiency decrease. Information technology-based vehicle management system has come into being in this context. Currently, the vehicle management information system has become an important part of the ITS (intelligent transportation system), but it's also in urgent need for transportation management, great market potential and economic applications.After a comprehensive analysis on the application of vehicle management widely, a vehicle management system based on WebGIS is designed to realize vehicle monitoring, tracking and alarming and scheduling management, which overcomes the shortcomings of traditional management systems that only focus on static management of the vehicle information and lack of dynamic management of the transport information. According to the fact, the system is studied and designed that combined web development technology based on .NET, database technology, GPS technology and WebGIS technology with mobile communication network as communication media.The paper firstly analyzes current demand situation and application prospect of the vehicle management system, carries on researching and designing on the framework and function modules. Next a system solution based on B/S mode was proposed. At last, using C# and Javascript language to develop the main module functions in .NET environment, the paper realized security monitoring of the vehicle, management of the archive, management of vehicles deployed and Cost Management. Besides, the paper discusses the system's alarm decision algorithm, overdrive identification method and system security and other issues.The vehicle management information system designed in this paper has been applied successfully, and the result shows that it works stably, reliably and meets the requirements for the scientific management of the vehicles, drivers and transportation costs. It is conducive to the orderly and efficient operating vehicles and effectively improves the vehicles' management.
