In these years, energy saving and emission reduction has become the vital due to increasingly intensive restraint of environmental resources. While, the proportion of energy comsumption of the industry of oil pipeline overgrows, basically, the relative departments to energy and water saving are still standing alone in each parts, resulting in the problems of low dispatch management of energy and water saving, poor production efficiency, energy comsumption comparatively excessive and inaccurate energy comsumption data. Under this background, the present condition and exisited problems of energy and water saving was analysed, and latest and related technology was used, SCADA( supervisory control and data acquisition) system was joined into energy and water saving system for oil pipeline, and real-time database against the weak real-time of database saving was designed in the thesis.Firstly, the process of oil pipeline and equipment property, user's right and basic management were concerned in the paper, then the whole system of energy and water saving for oil pipeline was analysed, then related function modules was devided. The plan for functional architecture, application architecture and system architecture of system were compared, and then a better plan for this system was chose.Secondly, for dealing with the problem of weak real time and shortly storage period of database, real-time database was designed, and the function modules and key technologies of real-time database was introduced.Finally, the security policy of energy and water saving was analysed and studied The data transmission security, data storage security, data access security and data management security were designed in the paper, which ensured data security and reliability.The design of the system of energy and water saving of oil pipeline based on SCADA was the important work. The daily system maintenance and management were met the needs of tne system, and real-time supervision of data was realized which made the analysis of history data easily. For function extension, the related data ports were reserved in the system. The complete security policy were adopted in the entire system which provided good security and confidentiality .
