With the expansion of the scale in enterprise applications, the software becomes more and more complicated. The applications need to be upgraded and deployed frequently in the process of software development. As a result, the applications are harder to maintain. It can't meet the demand to upgrade only by hand any more. This paper researches a distribution deployment system, which can automatically finish the applications'upgrade and deployment. By using load balancing technology, Web Service technology, and etc., it aims to achieve rapid escalation of the application, with efficiency, flexibility, standardization.This paper researches the design and implementation of e-government automatically distribution and management system based on load balancing technology. It adopts the B/S architecture, the servers can distribute and manage release packages, and the client can regularly and automatically update and build. Based on the study of several classical load balancing algorithms, this paper improves the load balancing algorithm. Combined with the actual situation of the current system, the requirements for the upgrade packages, as well as real-time synchronization of the files between servers, this paper proposes a new balancing algorithm, based on address, weight, and the minimum number of connections. The system uses the Web Service technology to achieve communication between the various applications, and use XML as the message format to exchange data.This paper adopts JAVA language and the J2EE framework to implement e-government automatically upgraded and management system based on load balancing algorithm. The system integrates Spring and Apache CXF, to implement Web Service. By adopting this evolutionary load balancing technology in the application layer, this system greatly enhances the upgraded and management system overall performance.
