Design And Realization System Of Shipping Business Electronic Scheduling For Heilongjiang Province

This article is about the development of electronic scheduling system of Heilongjiang Waterway Bureau based on the actual needs of the shipping business which ends the backward official business mode of Heilongjiang Waterway Bureau adopted since the 1950s. The research work of the development of Heilongjiang Waterway Bureau electronic scheduling system focuses on the analysis of construction needs of Heilongjiang Waterway Bureau and forms relevant documents. The softwares and databases used in this system are based on the characteristics of daily amount of data and the security features of Bureau of Heilongjiang Waterway Bureau. This system uses C/S mode in the internal network, Visual Basic 6.0 and Microsoft Visual C++ as the foreground language and oracle lOg database management system as the background system. This research designs an electronic scheduling system on the basis of actual needs of shipping business, which consists of five modules:system management, channel dynamics, the hydrological regime, channel dynamics and dynamic meteorology. With the basic functions of addition, deletion, inquiry and analysis, the management of all the staff, faculties and ships can be realize by this system. By means of IT technology, all the information can be gathered and handled so that it can provide real time and efficient service for the staff of Heilongjiang Waterway Bureau as well as people on the river.This thesis mainly consists of the following perspectives:(1) Building the ship, the system of crew management. To Realize the addition of the ship and the crew'information, deletion and modification; to achieve digital channel ship management, record the ship's working conditions and the daily exercise to achieve channel scheduling management, record the work done by the dispatcher and the formation of daily scheduling logs.(2) The establishment of water level, weather management systems. Establishment of hydrology, traffic database the management of real-time information, the addition of historical data, deletion and modification; Shows the daily changes in water flow and full-screen display; In accordance with the requirements of the process of formation of water level variation curve, the curve of meteorological processes.(3) The establishment of channel management sub-system to achieve automatic generation of channel communiques shallow data, regular information and equipment to add, delete, and modify.
