Shipping companies are complex manufacturing enterprises of one-piece, for orders, small batch production. It goes through a long complicated process from the beginning steel pretreatment to the end of the trials delivery. A ship is usually made up of hundreds of segments, which require a lot of resources in the enterprise, and each ship enterprise resources are limited. Therefore, all kinds of resource conflicts will be inevitably encountered in the construction process, resulting in low productivity. Effective job shop scheduling can be a good solution to the problem. But the current research of it is little for the different workshops, so it is difficult to solve the low productivity. To address this problem, this paper mainly researches on segments of the shipbuilding enterprise in the block assembly shop and block paint shop operations planning problem of modeling, algorithm and application system design and implementation.Firstly, the paper researches the product composition and the process and the characteristics of the ship construction, and analysis the complexity of shipbuilding enterprise workshop management. Then with the task-depth study of the enterprise segment with the ship and the sub-assembly shop and resource characteristics, including task decomposition rules, resource classification and allocation of resources and operating constraints, made enterprise job shop scheduling problem, and in the process, and compares between two types of workshop in operating process and resources of workshop and characteristics of job.Secondly, according to the practical problems, the paper establishes two types of job shop scheduling problem (JSP) of the mathematical model based on mathematical programming. To minimize the production cycle as the optimization objective, using improved genetic algorithm to sovle the two problems. Through the verification and analysis of examples, it proves the correctness and feasibility.Finally, based on two different types of job shop scheduling model, and the solution algorithm of it, we design and implement a enterprise management system with the J2EE platform, using information technology to manage the production process of the workshop and to verificate the theoretical issues. Shipping companies use the system to solve the problem of low plant productivity, thereby reducing manufacturing cycle of ships to improve the enterprise's production management.
