As the development of Internet technology and the increased popularity of Web applications based on Web Broswer, making the new resource sharing and information transmission way of Web turn into a increasingly important and the most potential tool. Web resources have received key research and attention of numerous domestic and international experts. In this environment, how to organize these increasing and complex resources that will be able to use more efficient by the user? How does these heterogeneous data of Web resources integrate effectively? These are the important issues which are focused on by the Web resources organization researchers. In order to more effectively organize resources of existing network resources service system the author contact some of the problems previously encountered try to scientific organization related theme Web resources by topic map, proposed a Web resources organizational model based on Topic-map and carry out practical research by "computer encyclopedia" theme,.This paper consists of five parts:introduction, theoretical foundation, research definition, case application and summary.The first part overviews the research background, research content, the main problem and the approach to the study.The second part introduces the basic theories about the topic map-based Web resources related to the organization theory including the conceptual model of topic maps, the connection of resources organization and knowledge organization, and the organization mode of the domestic and international analysis.The third part constructs a system model about personalized Web Resources Organization based on Topic map and develops the specific subject, including:the analysis of functional modules,the introduction of system Topic-map tools,and the actual development process using the tool.In the fourth part, the study establishes a topic map of "computer encyclopedia" by which can organize "computer encyclopedia" theme-related Web resources, and research visualization, conditional retrieval and so on. The summary of this study is presented in the fifth part.
