Research On The Issues Of Consortium Organization Models In The Process Of Acquiring Electronic Resources Of Libraries In China

Under the network environment, taking part in or organizing library consortia has become the main way to acquire electronic information resources. The consortium organization model is the way by which libraries form the consortium on the basis of the same purpose and principle to adapt to the demands of the environment and information, then manage and coordinate the members, fund, resources and information to acquire electronic information resources effectively. The paper introduces the development status of the research on the library consortium organization, reviews and sums up the concept and the organization type of the library consortium. It analyzes and studies the objective, characteristics, effectiveness and weakness of those organization models in our country, then points out and discusses the issues of these models in the process of acquiring electronic resources:restricting adaptation to the acquisition needs of the library, restricting the effectiveness of the information communication, lacking proper mechanisms for coordination, management and sustainable development, etc. It also studies several cases on how to deal with these issues:the management experience of CIC clearing out the information communication channel and enhancing the efficiency of consortium purchase, the quasi-integration library consortium organization model in two levels of the county and Municipality of Su zhou, Some vocational libraries'a ctively seeking to participate in various consortia acquisitions. These patterns not only embody the cooperation spirit of the libraries and the conception of information resource-sharing, but also indicate that how libraries participate in the consortia organization model in the future. The long tail theory, the relationship theory of organization and environment, and organizational management theory lay a solid theory basis for the innovation and reorganization of the consortium organization models of libraries. In the end, it gives out the suggestions on how to develop and promote the library consortia organization models:First of all, the state should give effective leadership and support to consortium organization; Secondly, the library should improve its own organization and methods; again, the individual libraries should be actively involved in various acquisition activities of the library consortia. These explorations will be good to eliminate the information gap and achieve fair information in some way.
