Mobile GIS is an application service system, Narrow Mobile GIS is Running on mobile terminal (e.g. PDA) and GIS functionality with the desktop, it doesn't exist the interaction with the server, which is an offline mode. Generalized mobile GIS is an integrated system, which is integration with GIS, GNSS, Mobile Communications, Internet Service, Multimedia Technology etc. Mobile GIS has mobility and dynamic. It also has characteristics of dependence on the location information and mobile terminal diversity.For data collection of forest tenure reform, the data acquisition program generally include: ownership, tree species, the class of work, forest type and other information. The data collection project to record traditional standardized data, use of GIS theory and methods to reinterpret. Taking full advantage of PDA-based mobile GIS and do some targeted work. The data collection method use of taken from points to lines, from the line to a plane and the final taking shape of map.By the above analysis of the problems the system, design system based on Windows Mobile, using Mobile GIS and by eSuperMap Viewer to do the second development. The forest tenure reform data acquisition software platform is practical and utility. Through the integrated use of PDA, PC, GIS software, GPS technology and other aspects, the overall work more efficient and more real-time. The program can complete the basic operation of the map, such as zoom, query, navigation and other functions, and can complete point data and surface data collection work.
