Many technologies, such as computer, wireless communication and spatial information, are changing with each passing day. The development of technologies motivates the progress of GIS. Along with the applications of GIS in mobile computers, including PDA, personal communication equipment and notebook, GIS that have been combined with wireless network, is coming into the mobile phase. In this phase, people's assumptions that working in motion, getting information at any moment and any place, and interchanging data at real time are becoming true.The aim of this paper is to research and develope the mobile data collection system -"3S Data Collection System" which is based on PDA. This system is builded up with the combination of embedded GIS, GPS and wireless communication technologies. It is expected to fulfill positioning, navigation and data collection in field. Besides the traditional functions, such as spatial information display, query, analysis, the system has the features of real-time positioning and navigation by the GPS technology. Most of all, we can save the data after collecting, and convert the data into an electronic map. These data can be used repeatedly. The map data can be updated with GPRS wireless network technology at real time.In the previous chapters, this paper describes the status of research and development on Mobile GIS at home and abroad. The problems of getting geographic information and the significance of the applications of mobile GIS in this field are expatiated. Then, this paper analyses the technologies relating to mobile GIS. These analyses provide theoretic and technical bases for the development of "3S Data Collection System". Next, this paper brings forward the design of archetypal system and the realization of function modules. At last, this paper introduces the applications of the system in some industries and the prospect of future.This paper is focused on the following technologies: embedded development, 3S integration, spatial data collection, mobile computing, wireless communication, GPS positioning and navigation, and the fields of computer science and spatial information science.
