This research came from cooperation projects. It focused on discussing and solving problems of the mobile network planning tool developing. That is to say, the simulation discussing here is oriented to network planning, rather than focusing on one particular mobile communication technology.Network planning is a very important topic for mobile communication. It analyses the interference, prediction and capability of mobile network macroscopically. The mobile communication uses more and more new technologies and the networks become more and more different. That brings the network planning a challenge. How does the network planning tool do with the new technologies? How does it realize network-defined simulations? It is not wise to develop a tool for every new technology or network in planning, which expends a lot of labor and may not bring effective simulation results.But the traditional simulation methods can not satisfy the new requirement of rapid scheduling. In this situation, I raise a new simulation method:half-dynamic simulation. Comparing with traditional methods, this method has many advantages, such as:considering both simulation new requirements and simulation speed, calculating in a more steady state, effective simulation period, more reliable simulation results and so on.We do software design for this half-dynamic simulation. The design follows the standard of object-oriented design process, considering both reusability and flexibility of the framework. In the design, we focus on the main process of half-dynamic simulation and invoke the interfaces of technologies, which package the differences of different technologies in different networks. After the simulation design, I also design the Prediction module, which is another important estimation method of network planning.Base on the framework mentioned, we get the solution of network planning simulation. In this solution, every network realizes the interfaces of its technologies. Then we construct them together and invoke the framework main method. This solution increases the reusability between different networks and stability of the platform. In the end, I realized the TD-SCDMA HSUPA network simulation with the simulation solution.
