With the development of military applications, the breadth and depth of communication network technology is constantly evolving. Tactical data link is an important branch of information network technology, because of the different transmission speed, transmission media, real-time and error rate, it needs to measure the merits of data link network by simulation. High Level Architecture (HLA) is a popular one distributed simulation standards, while OPNET simulation software provides the HLA standard interface, which is convenient to the combination of simulation standards and simulation tools.In this article, as HLA is good in the reusable, reducing costs and the distributed properties, and the OPNET software combined with the HLA, which used the mathematical modeling and statistical analysis to simulate network behavior. Through the establishment of network equipment and the statistical model of network links, simulating the transmission of network traffic, it could get network performance data of network design and optimization for Link-16 data link. That is the main purpose of this article.First of all, this article studies on HLA technology, according to the standard, it designed HLA federate, including object class federal designing, federal interaction class designing; Then it studies modeling mechanism of OPNET simulation tool to design network modeling Model, node model and process model with a three-level way, and design data packet format to facilitate the interactive simulation; At the same time, it also studied the HLA interface in OPNET, in accordance with the specification, then it could combine members together to achieve distributed simulation. Further based on the OPNET, it studies the properties of data link to design a Link-16 data link with two TDMA works:dynamic slot means and ways to intervene in the new node. Finally, it configures the software needed for the paper, and builds a Link-16 data link network simulation platform which based on HLA, after describing the simple task, the paper shows the interaction between OPNET and HLA.After the completion of interactive demo, the paper extracts the appropriate statistics, and analysis two methods:fixed time slot TDMA and the new node joining TDMA. Simulation results show that, Link-16 data link has been Unicom and could communicated in TDMA means, thus, the Link-16 data link network simulation platform based on HLA has been built successfully.
