Questionnaire survey is a common method to seek advice on specific issues used by management departments, academic departments and student organizations of the China University of Geosciences (Beijing). It can provide necessary reference to managers for formulating polices. But because of poor conditions, all surveys are done by using questionnaires printed on papers before. This way is a time-consuming and cost-expensive way. Along with the development of Internet technology, the Digital Campus Project is also deepening in China University of Geosciences (Beijing). After years of construction, the campus network hardware facilities are relatively complete, almost every office and student dormitory is connected to the campus network. There is over 10,000 computers access the network, the penetration rate is very high. How to provide better service for teachers and students by making good use of the rich campus network resources is the next target of the construction of the Digital Campus Project. This should be achieved by establishing of more software systems. Developing a survey systems for campus network meet these two objectives. It is the background for this paper to develop a dynamic questionnaires survey system in which can create questionnaires on demand for the campus network. Then the survey activities can be done through the campus network. This paper mainly discusses how to implement Web-based dynamic survey system.This system is developed by the JEE technology, and uses the Struts2 as front-end development framework, uses Hibernate as the persistence solution, combined with the Quartz, prototype, and other open source technology. The system use Oracle as the Database. The project is multi-tier architecture system, it is divided clearly into the presentation layer, business logic layer, database access layer and the POJO (as a variety of duties) object layer and database layer.The web-based survey system also needs to complete all the work done under the traditional way. And it should do that more efficient and more advanced. The system consists of four subsystems, namely the questionnaire management subsystem, access control subsystem, replying subsystem, statistical analysis of survey results. In order to achieve creating questionnaire on demand at any time, this system completes a questionnaire designer based on dynamic form technology.While the dynamic survey system has been finished, departments of China University of Geosciences (Beijing) can create questionnaire on the system and publish it to the target people. The new system can provide more automated operation to questionnaires, can save a lot of paper and save a lot of manual work. It will make the survey activities easier and more efficient.
