However with the following of the situation, the turning up of new problems need us to rebuild the management system of archival work, develop the archival science, strengthening the awareness of public service and construct the law system to protect for the archival opening. Because of the historical problems, the collecting area of the archives is most focus on the documents forming from the governments departments, so the tasks of archival departments are mainly to serve for the government departments. Now we should construct the awareness of "big archives" and propagate to serve for the public and archives should be the memory of the society. We should innovation the archival awareness and strengthen the process of the archives opening, enlarge the collecting area of the archives, enrich the archival information recourses, and take use of the modern information technique to provide the ways to open the archives from different aspects and degree. From the management system, we should deal with the connection of archival departments and their applied task, even abolish or establish some departments in order to devolve with the new situation. All these changes and development need us to construct the law system and archival theory to provide the law protection and the theory guide for the practice.
