As one of the most important publishing industry, Education publishing industry has gone through fifty years'ups and downs since the founding of the People's Republic of China. With the gradual development, it has given full play to its special function. It not only maintains a correct orientation for public opinion, leads educational reform, promotes continuous improvement of educational systems, but also creates favorite environment for healthy growth of the youth. It also gains profits from the market like other publishing industries by operating publication and distribution.With the deep development of news media system reform, it has made significant progress in focus areas and key points. Great achievements have been made in institutional transfer of profit-making press and publishing undertakings to enterprises. It turns out to be an irresistible trend to carry out institutional transfer of the press and publishing. Educational media must do the transfer in accordance with the strategic plans put forward by the central authorities that cultural system reform should be deeply promoted to accelerate overall prosperity and fast development of cultural industry. How to go through this reform, an opportunity and a challenge as well, and stand firm thus to make great progress in the market is a major issue confronting each professional education media.Unprecedented challenges confronting educational media can be demonstrated as follows:the acceleration of competition within the trade; the decrease of reading volume; the influence on the operation of traditional business model by distribution policy. It is necessary to explore brand-new business model of education press, to improve innovative capability, to foster new points of growth for education press thus to expand operating efficiency, which is also closely linked with economic security requested by education publicity to conduct correct orientation for public opinion. The urgent task at the moment is to tidy up and broaden the current marketing model of education press.This paper summarizes and analyzes domestic major education press units whose institutional transfer is to be done and will be done, so as to find out the way for the future development of education industry. This paper studies the management tactic adjustments of educational press under institutional transfer from all aspects and from all perspectives, such as, broadening and improving various marketing model, developing education websites, mobile phone newspaper and other new media, carrying out education press intangible assets operation and grouping operation. Furthermore, it also analyzes and elaborates various mechanisms of management, development, stimulation and restriction, together with how to strengthen the building of talent team.
