In recent years, with the development of the society and the improvement of the technology, people's standard of living become better and better, confront the growing housing price, most people with choose to buy cars first, in order to travel and work conveniently. When saving times for waiting bus, escape the awkward of crush of the bus and metro, meanwhile, people have to confront the crowd and confused traffic, vehicle parked illegally around, break traffic regulations, even more, vehicle are stolen and harm to personal and property security. To protect the security of people and their property, this paper studied and designed implemented the vehicle monitoring system, in order to solve the problems as follow:get the vehicle real running situation in time, then process real-time scheduling and command, ease the heavy traffic; monitor whether vehicle is over speed, break traffic regulations, fatigue driving or drive along the pre-established path; ensure the security of the vehicle and passengers; While violate, we will record it in time and make relevant decisions, while alarm comes, we could control vehicle to interrupt.The implementation of the monitoring system must based on GIS platform, business GIS software are expensive and their data could not share, so this paper developed a GIS platform independently, using GeoTools toolbar, realized spatial data analysis and management, map browsing, zooming, query, layers choice etc basic functions, lay the foundations for the vehicle monitoring system.In the design of vehicle monitoring system, this paper first make a survey for the project, and combined the apply situation provide the system demand analysis, then divide the function modules of the system, and then provide detailed design-based on fat client three-layer C/S mode structure of the monitoring system; at last expound the implementation process in detail, and demonstrate the results. Make vehicle running information displayed on the map visually, facilitates staff scheduling and command scientifically, objectively, improves the informatization of the bus management system, guarantees the security of travelling.
