At present the intelligent transportation is widely paid attention to and is supported by government. In order to alleviate the traffic pressure and improve transportation condition, more and more intelligent transportation correlated system arises at the moment. The traffic pressure can be anticipated especially bigger in the period of the Olympic Games hold in Beijing in 2008 .Not only need to build infrastructure of traffic, but also need modernized traffic management.Under the background of demonstration project of movement Olympic Games intelligent traffic in the country, object oriented method is applied and the monitoring and scheduling system based on GPS/GSM/GIS is proposed ,designed and implemented .Real time monitoring ,scheduling and locating service is implemented in this system. Car-mounted terminal and handheld terminal communication with monitoring centre by GSM technique, which has greatly communication range, reliability that system runs, economical and practical characteristic. GPS and GIS technology is adopted for monitoring and scheduling to show the track of movement vehicle.This thesis shows the whole software development process by using the software engineering theory. It regards the vehicle appointed and vehicle route two big problems as organized and designed thread. Discussing these two questions separately and explaining in detail for vehicle route problem. In view of the particular demand, the improved A algorithm is applied to the system to compute the shortest path and obtains certain result. As the demonstrative project of the intelligent traffic, there are certain inspiration and guidance function to the development of the intelligent traffic in the future.
