Software process metrics is an effective process for predicting and assessing the quality of software which has become a research hotspot at home and abroad and can not be ignored. CMMI is a successful, widely used software process model, which makes the software measurement process from the disorder to the standard. However, there are still problems when we use software process metrics bases on CMMI. For example, CMMI describes a good software process metrics, but it doesn't specify how to create and implement these measurement processes and the implementation costs are relatively high.To solve the above problems, this paper combines the characteristics of domestic small and medium software enterprise, we study the PSM and GQM models and propose a new software process metric model P-GQM based on CMMI. The paper gives the formal definition of the model, which describes the specific process of software measurement. The important content for this paper is how to use CMMI model to guide the software metrics, improve the process and quality of software, reduce production costs and enhance the competitiveness of enterprises.In order to measure and control the software process objectively, effectively, simply, the paper studies the mathematical statistical techniques which can be used to analyze the software process metrics and designs an algorithm which can determine the stability of software process effectively and accurately. The new model is used n the project of MAS and the practicality and maneuverability of the model are proved. It provides a good guidance for the successful implementation of software metrics in the small and medium software enterprises.
