With the rapid development of service in ChinaMobile and the emergency of various value-added services, the profit made by them has been the second most important source income for ChinaMobile, under the traditional services. Due to the distinctive features of each value-added service, the construction of IT-supporting-system service hasn't been able to meet the needs of development, which has raised the difficulties to unified management and can not satisfy the re-quirement of accurate management, either.Basing on this ground, ChinaMobile plans to establish a new IT system to deal with, operate and supervise and control the platform of value-added services com-pletely and united. And this advanced IT system will realize the transition from in-dependent operation to mixing operation of products.The author, as one of the designers and faculties of this construction, has taken part in all phases of systematic analysis, design and VGOP system construction which can realize the platform. During the stage of developing, the author accom-plished the following work:1.Controlling the following amount by using the IBM MQ central part to real-ize correspondent. The system realizes the correspondents by writing and checking the information, aiming at application programs, which will be done by MQ ob-viously. And this has speed up the transmitting between programs and strengthened the stability of programs.2.VGOP system is designed by cluster structure. VGOP forms cluster by using many sets of base servers, among which one serves as all-shared memory device and the servers installing HP UNIX operation system united. The detect phones will send requirements under the help of RAC assembly according to the balance of systemat-ic loading. Cluster-construction reduces the writing and reading pressure of data base and the stability of system is also strengthened.3.Realizing the I\O-balanced model of application system by using the soft-ware-loading balancing machine. The system sends the trading requirement to one server machine among the data base cluster and manage the required flow to make the trading demand responded as soon as possible. As a result, all these actions will heighten the pressure of main machine so that a balancing state of loading and re-source-occupying.4.We introduce the FASTDB data base in design of systematic qualification and EHAS data-storage algorithm and PMCT-Tree index and also Oracle RAC-cluster design in data operation. We made use of SDYA loading balancing algorithm basing on constructed P2P system in loading balance hardware, and due to this, the system has been qualified in a large degree. This essay begins with modern IT system, after adequate consideration of safety, stability and flexibility. And during developing the new system, we respect to the contact released by W3C organization and optimize the QSO algorithm by using SCE particle group. VGOP system succeeded finally, making it possible to deal with, operate and supervise and control services united on VGOP platform that manages the value-added services. What's more, this satisfies the demand on value-added service from phone users and succeeds in offering good experience for construction and maintaining of VGOP system of China mobile.
