With the rapid development of modern medicine, the transformation of medical model to medical-society-psychology, People's consciousness of health promotion and health needs are improving. quality of life----QOL and patient reported outcome---PRO measurement based on QOL are receiving more and more attention, widely used in population health and disease treatment evaluation. The corresponding survival quality measurement tools also emerges in endlessly, the FDA has regard PRO& QOL as a clinical trial of end index,it has becomed hotspot problem people of health and disease outcomes assessment system research. At present, international had constructed clinical PRO scale network information platform,has established the database about PRO& QOL---PROQOLID, the domestic field of this research workers have also realized the importance of PRO evaluation system, need Chinese clinical PRO instrument information resources platform providing information research.In order to provide information support for research personnel engaging in survival quality,improve the clinical PRO instrument of information resources use efficiency, this article starts from network system modeling of angle, this paper fully analyzed clinical PRO instrument information resources and services network platform function,used web services technology mainly to solve clinical PRO scale information resources sharing problem, based on web service constructed the clinical PRO scale information resources and services network platform system.At present there are five realized platform function:system management function,information release function,instrument information retrieval function,user management function,interactive function. This system will be on the existing basis gradually consummation, for clinical research to provide the scale information resources.
