In recent years, coal industry security has been the focus of people, particularly since there were several major coal mine accidents happened, which not only becomes the key investment field of the state construction projects but also makes more requirements come into existence, for instance, the safety warning in the coal industry production, emergency communications, informationization and full monitoring network. How to efficiently utilize various kinds of production resources, to effectively monitor every production cycles, to transmit communication orders of production information in a real-time way are becoming the focuses of the construction of information and communication in the coal industry. Typical characteristics and supporting roles of the safety in production of mobile communication techniques make it a variety use of wireless communication in coal industry. It is a research issue with strategic importance how to implement an integrated dispatching of the wireless and wired users, so that it can satisfy the safety requirements of coal mine industry.To this end, we propose a coal mine voice dispatching system based on TD-SCDMA enterprise network to achieve the unified capabilities of dispatching wired and wireless users. We design the voice dispatching system, the corresponding system external interfaces, databases and conference management server after we introduce and analyze advantages and principle of the TD-SCDMA enterprise network. Meanwhile, the proposed voice dispatching system is an integration of many technologies, for instance, the finite state machines, multi-threading, sockets, AMR codec, mixing technology, voice synchronization and jitter elimination technology. This presented system can achieve the capabilities of call setup, call release, call hold, forced insert, forced dismantlement, forced release, monitor, transfer, dispatching meetings, group call, voice recording, Pinkup and night service and other functions. In addition, the designed voice dispatching system based on TD-SCDMA enterprise network can significantly realize the unified schedule wire and wireless telephone, while in the larger scope of operation to improve the dispatching efficiency. Moreover, it can not only improve the dispatching efficiency but also expand the scope of dispatching.Finally, we do several function tests in two different testing environment including the testing room and simulation tunnel environment. Also we employ various testing terminal and tools to investigate the other basic functions including successful call, normal call, emergency call, stop altering testing, and so on. Further, other dispatching functions of the proposed voice dispatching system, i.g., the group call, forced insert, forced dismantlement, forced release, transfer, monitor, Pinkup and other functions are tested. Last but not the least, the conference call setup, adding and kicking council members, isolating members and remove isolation, prohibiting speech and remove prohibition and some other conference dispatching tests are observed explored. We conclude this thesis that the coal mine voice dispatching system based on TD-SCDMA enterprise network is a real-time dispatching system of high reliability and simple operation. It's functions can meet the dispatching needs of coal mine production safety.
