As an important part of the railway production line,railway transportation is responsible for transporting raw materials,inverting semi-manufactures and the outbound work of the finished products by the production of iron and steel enterprises.And it occupies an important position in the iron and steel production process.In recent years,because of the Chinese iron and steel enterprises are facing a sharp rise in steel production,a complex staff structure and some other issues.Under these backgrounds,the current backward mode of human work has been difficult to meet a new round of development needs,so the iron and steel enterprises need to let the traditional product way make a new change to improve the production efficiency.The construction of iron and steel enterprises' railway dispatching management system is imminent.Under the background of this kind,the paper puts forward the design idea of using modern advanced technology to transform the traditional and backward manual command and dispatching operation.The paper takes the concrete construction project of the enterprise railway dispatching management system as the core,and deeply studies the key technology in the development of the railway dispatching management system,including database technology,reliability analysis,system backup and recovery,computer fault-tolerant technology and so on.And the paper elaborates the implementation of each subsystem,of which focuses on dispatching command subsystem and dispatching plan wireless transmission system.According to the actual demand analysis of a steel enterprise transportation production,the paper designs and develops enterprise railway dispatching management system,and the system is divided into subsystems such as vehicle management,AEI system,equipment management,dispatching plan wireless transmission,report statistics,dispatching command system.The main contents of this paper are the details of the planning and analysis of the requirements of the dispatching command subsystem and the main operation flow of the system.There are operations such as joint operation,loading and unloading,entering and leaving the factory,inbound and outbound,second transportation in factory,metering operation and shunting operation plan.Finally,on the basis of summarizing the characteristics of a railway production and transportation operation of a steel enterprise,according to the above research results,the enterprise railway dispatching management system is designed and developed.And it takes the dispatching command system as the center,reading the vehicle information in the AEI system,integrating the existing system information and realizing real-time sharing of information assets within the enterprise.Therefore,through the application process of dispatching management system,the scheduling staff can timely understand the real-time status and location information of the vehicle in the railway enterprise production process at any moment,and also can know real-time tracking and management of freight train,grasp the real-time dynamic in the transportation process.The research results of this paper have been successfully applied in the railway dispatching management system of an iron and steel enterprise,so that this iron and steel enterprises can realize the paperless operation,automation and informatization in the whole process of railway production and transportation.And it also can reduce the residence time of the railway bureau vehicle in the internal railway(the residence time of Bureau)and the locomotive turnover time;improves the locomotive operating rate;accelerates the operation of goods.And finally it realizes the purpose of improving the efficiency of railway production and transportation.And ultimately the successful application of the system fully validates the feasibility and the advanced nature of the proposed design program,and also verifies the reliability and rationality of the system in the design and development process.
