Power Grid Dispatching Automation System is used to monitor the operational situation of the whole power system and helps dispatchers overall control over the power grid and therefore ensure its safe, steady and economical operation. This system is the important method for modern power grid dispatching and exerts absolutely necessary effect on power grid safe operation. With the development of technology in the fields of computer, network, communication and database, also considering the need of power market and improvement of international standards, Power Grid Dispatching Automation System is developing towards the direction of digitization, integration, network, standardization, marketing and intelligence.The dispatching automation system of Jinan power grid was initially founded in 2001 and it only used special line for communication. Alongside power grid development, in 2004 and 2006, the channel capacity of this system was expanded twice and the pre-computer and storage devices were updated. Even though the improvement mentioned above, the capacity of the pre-computer still couldn't fulfill the demand of "the eleventh five-year plan" of Jinan power grid. Because the limit of the pre-computer capacity, the operation of the whole system became unstable, and the communication with the EMS computers in the provincial and the county dispatching centers became more and more difficult. New protocol and general controlling device, especially the digital substation, cannot communicate with the main station. All these problems need the realization of telemechanique interconnection. Comparing with the traditional pre-system, network pre-computer has the features of quick speed of transmission, broad bandwidth, high reliability and low level of interference. Because of not restricted by transmitting quantity, it can transmit large amount of telemechanical data and therefore creates great economic and social benefits.This article discusses how to establish a special data network (which is called power dispatching data network) and uses IEC60870-5-104 transmission protocol to realize telemechanique interconnection. On the basis of the transmission protocol of JJEC101, protocol of IEC60870-5-104 uses special internet network to realize dispatching communication and replaces traditional serial port communication system. Nowadays, network transmission can use protocols of IEC60870-5-104, TASE and DL/T476. The protocol of IEC60870-5-104 is the best choice.The research of the article centered on how to use the protocol of IEC60870-5-104 to visit network in power dispatching system First, paper analyze this new type of protocol, the background,the structure and the basic function is summarizd. The application process of 104 protocol is emphatically analyzed and presented the solve plan of the critical technology. Then, presented the design ideas of Jinan power dispatching data network, including requirement, topo structure , route protocol and tactics ,and the reliability, performance, safety, administrator of network .On the basis of Jinan power grid dispatching system, special pre-computer used in EMS is developed. The use of protocol of 104 in dispatching automation system is realized.
