The ionosphere has strong influence on radio communication, navigation, measurement and human space activities, and the Incoherent Scattering Radar is a powerful tool in detecting and researching on the ionosphere that can detect a wide variety of ionospheric parameters which including electron density, electron temperature, frequency of collision, ion density, ion temperature and ion components, It plays a very important part in ionosphere researching.Based on the project Incoherent Scattering Radar Signal Processing Sub-system , the proposal of the incoherent scattering radar signal processor's hardware design and software design is analyzed, and the problems and solutions in systems debugging are summarized, then the testing results of each modules are given. Firstly, The principle of the incoherent scattering radar sounding and the foundation of the signal processing method are introduced, then analysis to system's function request, and discuss the design of each parts. Secondly, from hardware designing perspective, the key technologies of incoherent scattering radar signal processor are given, which contains signal modulation and sampling, system controlment, system calculation, high speed communication, system power, Electromagnetic Compatibility etc. Base on the system debugging procedure, typical problems which affect system work are introduced, and the test results are given. Finally, base on the system software designing, respectively, introduced software general designing, system clock design, sequential design, digital down-conversion design etc, and then the flow chart of radar signal processing in software and the test result of digital down-conversion module are provided.The Incoherent Scattering Radar Signal Processor has the advantage of versatility and high operation speed, and each signal processing channel utilizes one FPGA as the control core and three DSP as the signal processing core. The calculation ability is much sufficient for the requirement, and the Transmission capability of system is strong by use of Gigabit Ethernet. Finally, the system is powerful and has important value in engineering.
