With the rapid development of tax information technology, a huge amount of taxation management data has been generated. How to efficiently leverage these data to improve both the quality and efficiency of taxation management becomes a major concern to the tax authorities. Applying data mining techniques to the individual income tax collection and management makes a key breakthrough for the traditional tax collection model.In this dissertation, we study several popular data mining methods and decision tree is choosed as our data mining tool. Then choose RC4.5 algorithm which improve on C4.5 algorithm to implement the ndividual income tax management system based on the open source data mining tool WEKA.It introduces the background information and needs analysis of the systerm development and overall design of software, hardware and web structure. Finally, an individual income tax management with basic managemenr function and tax assessment function base on J2EE Struts technique is built. The system provides automatic establishment and maintenance of the tax assessment index and promotes the rationality and justice of the assessment object.
