In recent years, with the development of new socialist countryside construction, the rural area is gradually expanding its demand for the land. In addition, the unreasonable planning of the rural land brings about the waste of land resources and inefficient rural land resource allocation. In order to properly use and develop the current land, master the change of land-use, as well as keep the dynamic balance of the total land arability and the land resources sustainability, we urgently need to use the advanced information technology to manage data of land use.With the generation and development of information technology, Geographic Information System GIS (Geographic Information System) is gradually entering the fields of social economy; more and more people are starting to know, study, and apply this information technology to the practice. This technology provides an effective means for the rural land resource planning; actually it has played a key role for the new socialist countryside planning. Plus, GIS could manage the attribute data and spatial data and easily deal with data consultancies, analysis, statistics, and output. Therefore, this system is very beneficial for the land planning workers to get and analyze the relevant data quickly and conveniently and thus, the work efficiency is much improved.Based on the measurement technology, GIS technology, and statistical method,this study is going to research the following aspects:1. After researching and analyzing the method of related data acquisition and processing,this thesis chooses Portable GPS to get Coordinate data of feature point,and uses differential technology and averaging multiple measurements method to increase the coordinate accuracy.2. The collected data is further classified into spatial and attribute databases, which will be untidily managed by the relational database.3. In the rural land management system, different types of data are analyzed by different statistical methods. For example, this article will adopt the general statistical variable and chart analysis method to process the attribute data, which is helpful for the land use comparative analysis; but for the spatial element data, AHP might be a good idea because AHP could give crop factors a weight analysis and then make the best planting scheme, which is very useful for managing and adjusting the land resources.4. Through Super Map platform of GIS software and visual development languages C#, the gross structure and function modules are designed to achieve the visual management of land information, which provides the theoretical methods and decision support for land management and the following planning.
