The Design And Implementation Of Comprehensive Inquires System For Shandong State Administration Of Taxation

Shandong Tax Comprehensive Inquiry System is a Management Information System (MIS),on which Shandong National Tax Bureau invests to strengthen on tax analysis and to launch tax assessments.The primary objective of this system is for the integration of electronic tax-sources files, purchase of agricultural products, analysis on certificates of value-added tax deductions, monitoring on the export tax rebates and other subsystems,in order to establish a platform covering all taxes including value-added tax,consumption tax, enterprise income tax, foreign income tax, personal interest income tax, export tax rebates,etc.The established platform integrates data collection assessment and analysis into one set and adapts to different levels of administrations such as province, city, county (district), local branch, tax management staff.This article presents requirement analysis and system design on Shandong Tax Assesment & Monitor Management System,mainly including Tax Analysis Module, Tax Assessment Module, Task management Module, Data Collection Module, System Maintenance Module, based on Rational Unified Process(RUP) as system development methodology, Unified Modeling Language(UML) as analysis & design description language, and J2EE used as a technichal platform architecture.This article analyses the background with both of domestic and international development status on tax MIS,describes the primary problem to be solved and presents the brief system description.Further more, it gives the requirement analysis and system architecture.To illustrate, some representative samples are used to show how system modules are designed and implemented.In the last part, it focuses on giving detailed analysis and discussion for the implementation of the Tax Analysis Module, and provids feasible system tests plan for both functionary and performance.Also in this artical, following key issues are solved:First, to construct systematically based on the proposal of the idea and methodology of Shandong Tax Comprehensive Enquiry System.Secondly, to analyse specifically on the difficulties of tax analysis, gives the solutions of software reuse and shortens the development cycle to lower down maintainence cost.Also it provides an effecitve algorithm to generate the data of crosstab report.Thirdly,to provide functional and performance testing plans corresponding to different kinds of data enquiry analysis module according to practical conditions.
