With the rapid development of Chinese high speed railway, higher demands on safety, speed and service of railway are proposed. The Ministry of Railways brings forward Chinese Train Control System(CTCS) technical specifications, and the CTCS-3 will be the development direction of Chinese railway. In order to improve the R&D efficiency and reduce testing cost, CTCS-3 simulation and testing platform is designed, based on the compartmentalization of CTCS-3 system and referring to SRS of ETCS-2.The paper is based on the project-Construction and Development of Guang-shen-gang CTCS-3 simulation laboratory, researches on the CTCS-3 simulation and testing platform:the external real-time environment simulation system for ATP.The external real-time environment simulation system for ATP is an important part of the CTCS-3 simulation and testing platform, and ATP is its main client.It puts forward to system compartmentalization, significant functions and external interfaces of the external real-time environment simulation system for ATP by analyzing and research on system structure, functions interfaces of CTCS-3.Based on the analysis and research above, it designs the general framework for the PC software of the external real-time environment simulation system, and designs significant functions by using VC++ 6.0, including executing script, sending TCR digital signal, sending balise digital signal, real-time calculation of train speed, cab simulation, gathering signals sent out by ATP. It also designs serial communication and network communication of the system. According to the debugging of system, all the functions are completed and verified.
