Archives is an information resources, which can record history, inherit civilization, the intentions and footing is serving society.carrying out the scientific concept of development, keeping human-oriented and develop special, accelerating the development of social undertakings, improving people's living standards roundly have been emphasized during Seventeenth National Congress of the Communist Party of China. National Archives put forward that the work of archives should put people first, focus on implementing "TWO CHANGE-OVERS", and establish "TWO SYSTEM".
