As WCDMA network develops rapidly, the high capacity Mobile Switch system has been launched in live network and the mobile subscriber and traffic are keeping a rapid growth, the high requirement for the network safety and redundancy have raised up, the reasonable distribution for the capacity and traffic of the network and the sucrity of the network are very important. More requirements are shown up.The MSC POOL solution is launched for fixing these issues. The MSC POOL refers to the 3GPP 23.236 specification. It can be used in Non-layer MSC (tradition MSC) and layer MSS. It means that this function can be used in GSM and WCDMA system. When it is launched in GSM, this solution can be called A-FLEX for short, when it is launched in WCDMA, can be called Iu-FLEX for short.This dissertation is focusing on the MSC Pool solution theory. MSC Pool enables distribution of mobile subscribers among several Pool Members which servers a common MSC pool area instead of one MSC which servers the mobile subscriber.One pool area consists of one or more Location Areas(LAs). One location area can belong to several Pool Area. A pool area is served by a number of MSCs is grouped together to an MSC Pool. All the MSC Pool Members share the responsibility of handling all the MS in all the location areas of the pool area. Each MS can be served by any MSC Pool Member serving the Pool Area.By discussing the detail project implement, this dissertation also focuses on how to launch the MSC POOL in live network and what are the benefits brought by MSC POOL for the network and operator. the comparison date from live network data are listed in order to verify the superiority of the MSC POOL configuration.
