Research On The Management Of Overseas Personnel In Shanghai From The Perspective Of Public Security

China’s immigration management is a kind of administrative management to the immigrants(consist of residents of Hongkong, Macao and Taiwan, overseas Chinese and aliens )in China implemented by the government authority in accordance with the constitution and relevant laws and rules, on their entry , transit, exit, residence, travel in China and other affairs involved. From the angle of the maintenance of the public security, it is a specialized business of the public security organs in China, which consists of two tasks, one is maintenance of the state sovereignty and the social stability, the other is cracking down on lawbreaking activities and crimes and protecting the legitimate rights of Chinese and foreigners in the management of exit and entry, to meet need of state’s opening up and economic construction.Strenthening immigrants management and maintenance of the city public security, are inevitable and very sensitive problems in the process of Shanghai’s international metropolitan construction, also is a very important criterion on the city’s comprehensive management level. At present, the unstable factors that relate to the foreigners in this city are increasingly remarkable, the lawbreaking activities and crimes committed by the immigrants in Shanghai are progressively increasing, the problem of illegal immigrants begins to emerge, untraditional security problems such as the terrorism have become the underlying factor affecting Shanghai’s security and stability, all these threaten the healthful development of international metropolitan construction, therefore become hidden trouble of the harmonious society construction and the Expo 2010.This paper is based on the principles and theories of the international immigration management, from the angle of the maintenance of the public security, aiming at the status quo and shortcomings of foreigner management, facing the challenges and seizing the urgent need to improve several aspects of the work., positively thinks about Shanghai’s immigration management, tables proposals on changing idea, reforming system, reinforcing mechanism, perfecting legal system, precise law enforcement, strengthening the information construction, explores a working mechanism that not only has china’s characteristic and is up to the mustard of Shanghai’s international metropolitan development, but also is in accord with the acknowledged international practice and meets the international tradition , to realize the effective management and good service on the immigrants in Shanghai, and maintain the security and stability in the field of foreign affairs in this city.
