Research On Public Security Management Of The Rural Migrant Population In Shanghai

With the development of the national economy,it has become relatively unbalanced between the east and west of China.While it brings labor to the cities with the rural population poured into the cities,and the labor force in the remote areas of the west poured into the developed cities in the east,it has also brought challenges to the city’s social security management.It is evident that Shanghai,as an international metropolis,has given high importance of public security management of the floating population.By applying the synergy governance theory,this paper focuses on the study of public security management of the rural migrant population in Shanghai,in which introduces the current situation and achievements,and analyzes the existing problems in Jinshan District as an example,thus putting forward some corresponding countermeasures.This paper holds the view that the results achieved in the management of public security of the rural floating population in Shanghai are shown as the improvement on the level of intelligent security in the rural society,the reinforcement of group prevention and control,and further harmony on the relationship between the police and the people.However,it is undeniable that there are still some shortcomings in the management of rural mobile population security such as the facts that the police force configuration is not perfect,that the construction of security facilities need to be strengthened,that the quality of community civilian police capacity needs to be improved,and that the target management needs to be further optimized.The main reasons for these deficiencies are the shortage of law enforcement basis,low community participation of migrant population,imperfect police allocation and assessment mechanism,difficulties in police cooperation,and low attention of security facilities construction.Therefore,we can further enhance the capability of rural community policing by improving the allocation of police force at the grass-roots level,scientific assessment,strengthening the construction of security facilities and exerting joint efforts.In this paper,it analyzes the problems and causes of the management of public security of the rural floating population in Shanghai through empirical analysis,literature research,case study,interview survey and other methods,which thus puts forward some reasonable improvement measures for the public security management of the rural floating population in Shanghai on the basis of the relevant theories.Besides,the main content of this paper consists of four parts in addition to the introduction and conclusion.In the first part,it explains the meaning,related theory and enlightenment of the public security management of the rural floating population.In the second part,it introduces the present situation of the public security management of the rural floating population in Shanghai.In the third part,it analyzes the problems and causes of the public security management of the rural floating population in Jinshan District.In the fourth part,it puts forward some optimization measures for the public security management of the rural floating population in Shanghai through the combination of the relevant experience and actual condition of Jinshan District.
