Study On The Quick Response Disposal Mechanism Of Shanghai Public Security

Shanghai,as the largest economic center city and domestic and foreign trade port in China,has a total area of 6340 square kilometers and a total population of 24.2million.Its special geographical location and geological structure make it easy for Shanghai to produce a variety of natural disasters;dense population and high mobility make Shanghai prone to various public emergencies;dense construction,high mobility make Shanghai extremely prone to public emergencies.Developed economy and high concentration of wealth have greatly increased the possibility of accidents and disasters and public security incidents in Shanghai.With the continuous progress of social civilization,the legal awareness and safety awareness of the permanent or temporary residents living in Shanghai are constantly improving,and the requirement for the safety factor of residence is becoming higher and higher.This puts forward higher and more requirements for the ability of the Shanghai government to govern society,and at the same time,it also puts a lot of pressure on the government to manage society.Since 2002,Shanghai public security organs have made overall research,explored and practiced,innovated systems,mechanisms and means,gradually established and improved a unified command,rapid response,coordination and coverage of the city's urban emergency response system,and played an important role in a series of unexpected incidents and major activities of security work,for the maintenance of.It has made important contributions to protecting Shanghai's public safety and social stability and promoting Shanghai's economic and socialdevelopment.As an important functional department of the Shanghai Municipal Government,Shanghai public security organs shoulder the important political task and social responsibility of "consolidating the ruling position of the Communist Party,maintaining long-term social stability and ensuring the people's living and working in peace and contentment".They are also the leading department and main force in dealing with urban emergencies.In recent years,the "Jing'an 11.15 fire" and "Bund stampede" in Shanghai have also revealed the shortcomings and shortcomings of Shanghai public security organs in dealing with major emergencies.This paper mainly explores and analyzes how to optimize and perfect the Shanghai Public Security Rapid Response Disposal Mechanism through literature synthesis and case study.The first is to explain some basic definitions by consulting a large number of documents;the second is to go to Shanghai Public Security Bureau Command Center(Municipal Emergency Response Center)for investigation and collection of relevant cases and materials;the third is to make a comparative analysis of the status quo of the rapid response and disposal mechanism of public security in typical cities in China.Shanghai police rapid response mechanism research provides effective reference.Through the analysis,it is found that there are deficiencies and weaknesses in the construction of Shanghai's public security rapid response and disposal mechanism,which are mainly manifested in the following aspects: the lack of intensive and unified management model,the lack of modularization and modeling of organizational structure,the lack of reform motivation and innovation consciousness in the construction of mechanism,and the comparative analysis of the rapid reaction of public security in typical cities in China.On the basis of the disposal mechanism,this paper puts forward some policy suggestions on how to optimize the construction of Shanghai Public Security Rapid Response Disposal Mechanism,including clarifying the basic principles of Shanghai Public Security Rapid Response Disposal,perfecting the operational system of Shanghai Public Security Rapid Response Disposal,strengthening the construction of special contingent of Shanghai Public Security Emergency Department,and strengthening Shanghai Public Security Rapid Response Disposal.The legal construction of the disposal mechanism and the establishment of the relevant guarantee for the rapid response disposal of Shanghai public security should be carried out to further optimize and perfect the emergency disposal system in Shanghai,to achieve stable,efficientand sustainable urbanemergency management,and to create a safe,reliable,harmonious,stable and orderly living environment.
